You can add Multiple Checklist for Jira validator in the project transitions configuration screen and prevent Jira issue to change a certain status until all checklist items are checked.
In order to add a checklist validator, enter the Project Settings and go to Workflows. Click the edit action at the workflow you want to modify. Then choose the transition you want to add validator to and choose Validators.
Click Add validator and select All checklist items are checked, accept.
The final step is to Publish Draft, without this step your workflow with added validator will not be active.
From now on, the transition will enforce that all checklists items are checked and an error message will be displayed informing that some items in checklist still need to be completed before this operation is possible.
